Haichang Ocean Park is collaborating with Saudi Arabia’s investment ministry to develop theme parks and other location-based entertainment (LBE) experiences across the kingdom.
The investment ministry has signed a memorandum of understanding (MOU) with the Asian theme park operator to explore investment opportunities in Saudi Arabia.
According to the MOU, Haichang Ocean Park has plans to develop theme parks, water parks, wildlife parks and family entertainment centres (FECs) in the country.
Cheng Qu, Haichang Ocean Park’s executive director, said the group aims to create “entertainment venues including the first world-class Ocean Park“.

“We believe the families of Saudi Arabia and the Middle East will appreciate our unique offering, and we look forward to bringing this world-class experience to the KSA,” he added.
Saudi Arabia is creating many giga-projects and attractions as part of Vision 2030, which seeks to diversify the economy away from oil.
Vision 2030 is the ideal foundation for Haichang Ocean Park to develop multiple parks and resorts of different scales, Qu said.
“We envision to partner with sovereign entities and the private sector to develop a number of destinations that best suit different market segmentation,” he added.
Haichang Ocean Park is working with local partners and stakeholders to find the perfect sites for its planned projects.
Theme parks, water parks and FECs in Saudi
The company owns and operates six parks in China, in locations such as Dalian, Yantai, Shanghai, Chongqing and Sanya. It has also licensed its brand to four other parks.
Developed by Legacy Entertainment, Shanghai Haichang Ocean Park is currently expanding. Additionally, a new Ocean Park will open in Zhengzhou this year.
The former is home to 30,000 marine animals and mammals, as well as pavilions, show venues, rides and attractions.
In addition to Saudi Arabia, Haichang Ocean Park plans to expand its operations in Southeast Asia, offering world-class marine life theme parks.
