A multi-billion-pound deal has been agreed between Universal, the UK government, and the local council for a new Universal theme park and resort in Bedford, UK.

The theme park, expected to be among the largest and most technologically advanced in Europe, will create nearly 20,000 jobs during its construction. An additional 8,000 jobs will be generated in the hospitality and creative sectors upon its opening in 2031. Universal has committed to partnering with local colleges to train the next generation of its hospitality workforce through apprenticeships and internships.

The new theme park and resort will create local benefits, with about 80% of employees from the area, and foster growth in the Oxford-Cambridge corridor through infrastructure revitalisation and job opportunities.

Universal anticipates that the site will contribute close to £50 billion to the economy by 2055, attracting 8.5 million visitors in its first year. The first Universal-branded theme park in Europe, developed with Bedford Borough Council, will be part of a 476-acre entertainment resort complex.

Universal to expand into Europe

Universal’s proposed plans for the world-class theme park include multiple themed areas showcasing its unique immersive storytelling, thrilling rides, cutting-edge attractions, and engaging entertainment, all powered by advanced technology. The initial resort concept includes a 500-room hotel alongside retail, dining, and entertainment options.

Mike Cavanagh, president of Comcast Corporation, says: “This is a special and historic milestone moment for our company as we continue to accelerate the growth trajectory of our theme parks business and delight audiences around the world.

“The unparalleled storytelling and technological innovation that the incredible team at Universal Destinations & Experiences brings to life is a perfect complement to the British creative arts and tourism industries.”

Mark Woodbury, chairman and CEO of Universal Destinations & Experiences, adds: “Bringing the Universal brand to the United Kingdom is another exciting step forward in generating future growth. Expanding into Europe presents us with a significant opportunity to reach new fans and share the incredible experiences our team creates.”

“Unparalled storytelling”

The UK government says it will commit to a significant investment in infrastructure around the site to support the delivery of the project and ensure it is well-connected and easily accessible.

Prime Minister Kier Starmer says the deal will “see Bedford home to one of the biggest entertainment parks in Europe, firmly putting the county on the global stage.”

Mayor Tom Wootton says: “This is a landmark moment for Bedford Borough. Universal’s decision to proceed with its theme park and resort in the UK brings exciting opportunities to our doorstep – thousands of jobs, new training and career paths, and a huge boost for local businesses.

“Bedford is the perfect place for this investment – well-connected, full of talent, and ready to grow. We’re proud to be chosen as the home of Universal in the UK. I’m delighted that our residents and communities will benefit in the years and decades ahead. I will continue to work closely with Universal and local stakeholders to deliver for them.”

The proposals remain subject to a planning decision from the Ministry of Housing, Communities and Local Government.

In February, Universal Studios applied for a UK trademark in relation to advertising services; hotels, restaurants, bar and cafe services; and amusement park, theme park and water park services.

Universal is opening three theme park developments in the US in the next two years, including Universal Epic Universe in Orlando, Florida, this May.

This will be followed by Universal Horror Unleashed, a year-round horror entertainment experience coming to Las Vegas, Nevada, in 2025 and Universal Kids Resort, opening in Frisco, Texas, in 2026.
